i have the honour to request that you will ask the officials concerned to make a true investigation and if the
report in the paper is accurate then the cruel and unlawful conduct of the Englishmen is impossible for this goverment to tolerate. Therefore this government must demand an apology from the Hong Kong Government and guarantee with
certainty that in future this kind of lawful act will not
recur. I now send a very strong protest and reserve the right to claim comensation for loss after enquiry. 1 have the honour to request that you will telegraph to the Hong Kong Government and that for the sake of friendship an early reply may be received.
